Compliance and Legal Standing

This market runs entirely inside the Warehouse Receipt System regime. The marketplace adds one function that does not yet exist — price discovery and buyer access — without replacing any function already in operation.

Legal basis

Law Number 9 of 2006 on the Warehouse Receipt System, as amended by Law Number 9 of 2011.

The implementing regulations beneath it concerning the Registration Center, Warehouse Operators, Conformity Assessment Bodies, and the Warehouse Receipt Guarantee Agency.

Bappebti Regulation Number 7 of 2018 on Approval of Commodity Auction Market Operators, and Bappebti Regulation Number 3 of 2021 on Technical Provisions for Commodity Auction Markets with Immediate Delivery.

What is traded on the marketplace is a Warehouse Receipt valid under the law — not a new instrument, not a derivative product, and not a digital asset. Transfer of title remains subject to recording at the Registration Center.

Current scope

The market runs on the commodities and warehouses connected so far, at controlled volume, under Bappebti's guidance and supervision, and widens in stages.

The licensing standing of the marketplace is one of the matters on which Bappebti's direction is sought.

End-to-end flow

Steps 1 to 4 follow the Warehouse Receipt System as it stands: the goods enter a licensed warehouse and the Warehouse Receipt is issued in the name of PT Super System Technology as receipt holder. The market works at steps 5 to 8, where the right per kilogram is recorded and transferred on our ledger.

  1. 1

    Cooperation agreement

Goods owner → PT Super System Technology

The commodity to be sold is agreed into the market. Ownership of the asset passes to PT Super System Technology as receipt holder, and the goods owner receives the right to it in kilograms.

  2. 2

    Goods delivered

PT Super System Technology → Warehouse operator

The goods move to a licensed warehouse, where they are received, weighed and stored to the standard for that commodity.

  3. 3

    Quality testing

    Conformity assessment body

Testing by an accredited body. The result sets the specification carried on the receipt and shown to buyers.

  4. 4

    Receipt issued and registered

Warehouse operator → PT Kliring Berjangka Indonesia

The Warehouse Receipt is issued in PT Super System Technology's name and recorded in the Registration Center's system. From this point the receipt data is on the official record.

  5. 5

    Kilograms recorded

    Marketplace

Stock whose receipt is verified is recorded on the ledger as kilograms in the goods owner's name. The kilograms in circulation never exceed warehouse stock.

  6. 6

    Offers and price discovery

    Marketplace

The goods owner lists a sell offer at their own price; verified buyers place bids. Matching follows price, then time, on an open order book.

  7. 7

    Funds

    Banks and the clearing house

User deposits and withdrawals run through bank accounts in the user's own name, and transaction funds are settled outside the marketplace.

  8. 8

    Transfer of the right

    Marketplace

When an offer fills, rupiah and kilograms move in a single entry on the ledger. Entries are append-only and open to inspection by KBI and Bappebti.

  9. 9

    Redemption

PT Super System Technology → Warehouse operator

The kilogram holder requests redemption. The goods leave the warehouse on the receipt holder's instruction and are handed over at an outlet or the warehouse under the applicable procedure.
